Откуда дата? Такие железобетонные доты строили в 1943.
На Яндекс-карте написано "Дот рубежа "Ижора" №82", этот рубеж сдали осенью 1943 года.
В 1941 были попроще фортсооружения на юге города, просто оттуда не ждали "гостей".
